Method
 

  1. Whisk powdered sugar, meringue powder, and water until smooth and glossy.
  2. Adjust consistency. Use thicker icing for outlines and thinner icing for flooding.
  3. Divide icing into bowls and tint with desired holiday colors.
  4. Pipe borders onto cookies, then flood centers with thinner icing.
  5. Add decorative lines, swirls, and sprinkles while icing remains slightly wet.
  6. Allow icing to dry completely until firm before stacking or serving.

Notes

For softer finishes, use slightly thinner icing. For crisp decorative details, use thicker icing and allow full drying time. Freeze undecorated cookies before icing if needed. Handle decorated treats carefully during assembly. Customize flavors with vanilla, almond, peppermint, or citrus extracts. Store decorated cookies in airtight containers at room temperature for up to one week.
