- Bring a large pot of salted water to a boil. Cook the elbow macaroni according to the package directions until tender but still slightly firm.
- Drain the macaroni thoroughly and rinse it briefly under cold water. Cool it completely so the warm pasta does not thin the dressing.
- Whisk mayonnaise, vinegar, mustard, sugar, salt, and black pepper in a small bowl until smooth. Add milk gradually if the dressing needs a thinner texture.
- Place the cooled macaroni in a large mixing bowl. Add celery, bell pepper, red onion, carrots, parsley, and pickle relish.
- Pour the dressing over the pasta and vegetables. Fold gently until everything receives an even coating without crushing the vegetables.
- Cover and refrigerate for at least 1 hour. The salad should become creamy and chilled while the vegetables retain a pleasant crunch.
- Stir before serving. If the macaroni absorbs too much dressing, fold in a spoonful of mayonnaise or milk to restore a creamy consistency.
- Serve cold as a side dish for grilled foods, picnics, sandwiches, or family lunches. Keep the salad chilled while serving.
Notes
Cook the macaroni only until tender because overcooked pasta can turn soft and mushy after chilling. For firmer texture, rinse the pasta well and chill it completely before adding dressing. For a creamier salad, add extra mayonnaise after refrigeration because pasta absorbs dressing as it rests. For more crunch, increase the celery, bell pepper, or carrots. Customize the flavor with chopped boiled eggs, peas, corn, cucumber, paprika, dill, or a little hot sauce. Do not freeze the finished salad because mayonnaise and vegetables can separate and lose their texture. Store leftovers in an airtight container in the refrigerator for up to 3 days. Keep the salad cold during serving, especially outdoors.
